New public site for Franklin County Search & Rescue

Franklin County Search & Rescue now has a Hugo-based public site: emergency guidance first, then who we are, how to join, and how to support the organization.

The old Weebly page carried the core sentence we are keeping: we are 100% volunteer, we work under the Franklin County Office of Emergency Management.
